Report a translation problem
HA is a good central location e.g. DC is a short sprint to the south. I intended using it to build an area similar to real Boston but as the settlers don't do anything it's not worth it. It's the only settlement I have that doesn't work correctly.
I have been wondering if this behaviour is some sort of "in-joke" by the devs as a comment on the behaviour of real Boston citizens e.g. they spend their time goofing off.
I do not personally mind. I prefer them from walking around places. However, if they do start ending up having club meetings in places outside the settlement, then their AI and navigation are getting overworked.
I prefer to keep the ground level somewhat clear and rather build my houses above it. The height limit makes it a challenge, so I never have a large amount of settlers there.

Loot said its included in UFO patch so the mod should no longer be needed
I now just use it for storage and crafting. For role playing reasons I keep 2 settlers as caretakers backed up with turrets.
I also find it one of the easiest settlements to defend. There is a very limited number of places enemies can spawn. Very easy to plan for and set up defenses IMHO.
