Maybe it has something to do with how you lower it? Maybe addiction doesn't count? I don't know because I've only ever done it with strength.
Strength is a good choice anyway IMO, especially if you plan to dabble in melee (and why wouldn't you, it's the most powerful weapon type at higher levels).
Strength, Perception, Charisma, and Intelligence can all be appropriately penalized by various drugs and alcohol, and Luck can take a -1 hit from wearing Tattered Rags (which incorrectly report it as a +1 when you look at the item itself). Perception is from a very rare item found in only one location, though, unless you've got the Nuka World DLC to make another option available (Nuka Cola Dark).
If you play in survival mode, you can appropriately penalize any score for use with the book by being suitably encumbered, hungry, tired, or thirsty.
