My understanding is that settlements do share resources and that output levels are determined by happpiness.
Seems to work like that in game but never stopped to really count these factors over time and things like to know any approximate details even.
Delete all the ground pumps and put in more purifiers.
Settlements do not share food resources unless you establish Supply Lines. That's the point of Supply Lines.
Pumps do produce purified water, all water resource objects do.

If you have supply lines your other settlements that are not producing enough on their own are taking your excess. Make sure that none of your objects are broken after an attack either.
I have supply lines with almost every northern settlement :O :'( and some southern as well, Vault 88, etc
That's most likely the reason then, all settlements with supply lines share not only supplies but water and food too. If some of the settlements you're connected to don't have the water production to sustain their settlers they will take it from excess you produce elsewhere. You can find the "problem" in the settlement menu in the pip-boy, it will show a statistic of each settlement. Find the ones that have more people than produced water and fix it.
To get water every workshop update you need to remove all water from the workbench.
Also if not enough real-world time passes (like if you just sleep for a month in game), the workshop won't update.
You should get about 0.75*(WaterRating - Settlers) water whenever it updates.
Also, you should fill every possible pool of water with as many purifiers as you can - it's free money ;)
In certain circumstances (probably a bug) the game won't add any water to the workshop unless there is zero water in the workshop. So if you have one Nuka Cola in your workship then the game won't add any water to your workshop.
If there is zero water in your workship then the game will add water to your workship equal to the highest of:
1) max allowable water limit
2) Settlement water pump output - number of Settlers
The hand crank water pumps do not produce purified water. They only increase the displayed water output but are not taken into account when calculating the amount of purified water to add to the workshop.
If you are using Sim Settlements then the reason why your displayed water output keeps decreasing is because Sim Settlement buildings produce negative water output. A level 3 residential building reduces your water output by 2 in addition to the 1 water output reduction from the Settler who lives there. I think the brewery industrial building also reduces your water output as do several of the entertainment buildings.
Its the way the game is, if water is in the workshop already it won't spawn more ya have to remove it
You sure? Except for castle, I have NO water purifiers, all are the hand pumps. ANd my settlemts produce lots of 'pure' water.
