Yeah the correct button is actually easy to miss. I couldn't get the elevator to move either. Kept pressing the button outside the elevator waiting for the elevtor to come down but nothing happened. It didn't look like that was the actual elevator. Looked more like just the elevator tube, so I assumed pressing the call button would bring the elevator. Then as I was standing in the tube looking around, I happened to notice another button towards the back iirc. It was kind of hard to see because it blended in with the other colors and the dust covered surface. But once I pressed that, I got my elevator ride to top.
make sure you press the elevator button inside the elevator. it's a grey panel. not to be confused with the elevator call button outside the elevator.
