There are many undersuits you can add ballistic weave to for damage resist that provide stat bonuses as well
A good rule of thumb is decide what your weaker stats are and what kind of damage you are taking.
If you are getting hammered with a lot of energy or radiation then an upgraded vault suit is good.
If you are getting pounded with guns and melee, go for a ballistic weave enhanced underware outfit (like the military fatigues) with stat bonuses you can use
Another good set to stash is a charisma set with summer shorts, and cunning armor for the legs and arms. Matched with a charisma hat and glasses. Useful for trading and settlements (can use the enhanced charisma to send extra settlers to various settlements above your normal limits)
(endurance bonuses at high level are just better than other stat bonuses.)
plaid suit doesn't take ballistic weave, but if you are sitting in settlements that shouldn't matter much...
By itself it's a complete game, but a game of 'what if's" as was new vegas and every gamebryo mod supported title they ever released besides morrowind.
Both let you wear a full set of armour on top of them, and the Vault suit can also be upgraded with EN/RAD resistances, making it even more tempting to use early on.
sure its a full game.. a very boring and bland one that is too easy even in its hardest setting.
it requires mods to become challenging it requires mods to broaden its possibilities it requires mods to fix shortcomings and lack of developer imagination.
just take a look at the basic workshop and compare it to Sim settlements
look at its combat and then compare it to better locational damage model
look at its weapons and realize how few they actually are, not to mention ugly as hell.
(they even managed to make alot of weapons lefthanded versions for a protag that is right handed QA by Bethesda alright)
it has alot of shortcomings in my taste and in alot of others, they know this and they designed the game as this for the CC and the milking pen that is PS4 users.
the CC is byitself a good concept since mods are one of the major selling points of the game,
but their prizing their quality and how its generally run leaves alot to be desired.
their next title will not be paid for thats for damn sure.
