I have tried every POSSIBLE solution to this. I have reset my PC, no mods, reinstalled about 10 times, removed the .ini files about 30 times and removed all saves even when there is none.

This only happens on fullscreen and not borderless windowed.

Can anyone decipher this and help me fix this?

It's ok now, I somehow miraculously fixed it after 1 month. I do not know what I did, but it works!!!!!!!!!!!!

Nope, I actually just deleted the FO4 folder in the NMM.

That shouldn't do that maybe not downloaded correctly. Did you click OK to it when it found the game when loading NMM up. NMM will list the games insteam that it will work with and what you have in your steam library.

I'm not quite sure what you mean, I deleted the folder with mods, essentially permanently removing the mods, I previously only had them deactivated and that must've somehow been the issue.

I have the same issue. At first i thought it was one of the mods i had, so i disabled all mods but didn't work. Then i thought save could be corrupted but new game didn't solved the issue either.

Last night i did a fresh install(old .ini files are also deleted) without any mod again but game keeps crashing.
