The first one seems easier, and I think has best chance of success. Try "addfac" command - first with "-1" parameter to remove Gage from his current faction, and then "+1" to add him to whichever else group you want.

It probably would look like (obviously, after clicking after Gage so commands apply to him directly):
addfac XXXXXXX -1
addfac YYYYYYY +1

As a litte tip get the recipes for the grenades before using the command - It lets you finish NW without having annoying stuff going on in the commonwealth (as a matter of fact they show up only when you doing quests) and you still can get 2 groups perks (just give one group no park) finish the Questline and dont end up with a empty park with naked traders in it :P
If you are playing an evil character then keep and revere Gage. If you are killing the raiders 'cause you are against them, then Gage needs to donate all his blood to your cause.
BTW, I don't have an empty park after Open Season. Scores of raiders, mutants and gunners are still duking it out every few blocks around the perimeter. And I used that mod to starts settlements anywhere to start 2 additional settlements, so my Nuka World settler population is now larger than the raider population used to be in the market area.
