You can amod the legendary mod on a laser, rename it, and pretend he gave it to you though.
(drop a laser, grab and hold it (hold down E), bring up console, GetPlayerGrabbedRef, (this will give you the lasers RefID), RefId.amod 001ec036)
Normally Bloodied only spawns on melee weapons, so you won't get this from random drops.
(lasers are junk weapons though)
The armor is just a normal legendary with a garbage ability, so I wouldn't worry to much about that.
EDIT: if you player.additem 00225abc it will give you the Suvivor's Special (correct name, properly randomized parts), but WITHOUT the legendary mod. You can use the above steps to apply the Bloodied mod to it though.

Next time you claim a weapon does not exist do some research braindead. Took me all of 9 seconds to look up Brandis on the wiki.
At least that is what the wiki claims.
Restting a completed quest is buggy business. Something about some scripts only run once. Also keep in mind that you would most likely have to set stages to do them a second time around. You also have to not be in that area when using set stage commands, the cells have to reload.

So basically he is saying since the Prydwen is here I will give this smuck this crappy old gun and go get a new one on the Prydwen?
I did it exactly how the wiki said to do it and he did not give me the gun, so I'm speaking from personal experience...
As a note, all the pre-set legendary items have database entries, but do not come with legendary mods if you add them. (That is why all those items entry names include _DoNotPlaceDirectly_ in them, the legendary mods are applied by a script/quest)

hey Bored Peon: Yeah I read the warnings and for sure i will try out if it bugs my save. but none of the console commands (reset, setstage etc.) has an effect on the quest. tried both (and all stages). i even created en esp to make the quest repeatable (because as you said some quests are marked to be done one time only)

This quest stage unload Brandis, then a different actor is used post quest (on the Prydwyn...)
ehm i dont know. i only know the stages listed in the wiki. i tried them all. no effect. actually i wasn´t right in a previous post. the command "completequest" has an effect. but only gaining XP. no reward, no log entry or speech option from kells or brandis. just nothing.
I have done a crapload of new games and I swear every game is almost night and day as to what happens with some quests.
For example this current game I could not get the quest to paint the wall from Abbott on my first trip to Diamond City, I assume interference from mayor's speech and the synth shooting.) Then on my second it actually popped. Then he refused to talk to me. Of course later I found out I had a Junkie Note I never read for Hardware Town. I was able to just go grab the paint THEN the quest with Abbott started.
I started the Automatron at around 30, and I sitll have not done a sucessful Mechanist Lair and I am 80 now. Yet I have not had a single Automatron attack on a settlement (robots or Rust Devils.) While in previous games it was like every day or other day.
