I combed tha area with a fine tttothed conb over and over and I cannot locate Railroad Headquarters (All manually by the way)...which amounted to a huge amount of hours that camme to nothing fruitful
The person who removed his thread told where it was and I said he spoiled you by stating it.
To start Fusion City all you need to do is enter the HQ and you will meet him, this is not related to any vanilla quest.
But the freedom trail gives you the clues to unlock the entance to their HQ.
I solved the r-a-i-l-r-o-a-d puzzle met him and agreed to help him already
I created the launcher for Fallout4 SE. (I have two launchers set in STEAM) Fallout4 and Fallout4 SE
I only use Fallout 4 SE to launch.
Although what was throwing me off (and still is) is that even though none of the Mods were checked (in STEAM menu) Some mods were clearly operational anyways which led me to believe the rest were all there and would eventually show evidence of being operational
FO4Edit finds no conficts. LOOT puts everything in the right order. All this because I checkmarked the mods to enable them in the STEA fallout 4 Mods area
I'll try to help you one more time.
Do you use a mod manager? Because it doesn't seem like you do. You keep talking about 'checking mods in steam', what do you mean by that? Are you activating the esp's in the default FO4 Launcher? Did you install everything manually? If that is the case, stop doing that.
Delete all the mods from your FO4 folder, then verify game integrity with steam.
Get a mod manager, either NMM or MO2 and use that to install mods. Gopher on youtube has good tutorials for that. Go back to a clean save, your current one is likely done for.
If the game still doesn't start, post your load order here, can't help you any further without that information.

Completed the BoS Quest Tactical Thinking (Destroy the Railroad)
Completed the Institute Quest End of the Line (Destroy the Railroad)
Completed the Minutemen Quest Inside Job
Completed the Main Questline Quest Hunter/Hunted (Obtain Courser Chip)
Sorry, it only needed one for the mod I forgot.(haven't play this mod for awhile)
I usually do the last one to go to the RR, easiest of them all.
