No mods at all you say, but how is the situation of the settlement you are trying to build stuff at? Provided the problem is not caused by mods, CTD on building settlement objects might be related to memory problems (such as exploiting too much the build limit), or the files are corrupted.
Yes, this can potentially bug, permanently, your settlement. Happened with Bunker Hill in my game when I used the setav method.
The drop-and-scrap-stuff method is usually safer, but building too much can also screw the settlement independent of the method used.

Lass das mit der Konsole lieber das führt genau zu solchen Bugs - Besser ist es einfach waffen (egal was für Waffen) auf den Boden schmeissen, ins Bau Menü und die dinger "Einlagern".
Jedes mal wenn du eine waffe einlagerst geht das limit wieder runter. Aber eben nicht übertreiben, ab einem Punkt (kommt auf das system an) wird es wieder zu CTD führen wenn man es übertreibt...
