Intel i5-2300. Is it enough to run the game?
I am trying to play Fallout 4 seriously now without any glitches or performance issues, and I can. I can run the game just fine at 60 fps. But the problem is that some exterior cells that I see in the very short distance are not loaded, and when I approach the cell, it pauses the game and begins loading the cell. Is this an issue related to my hardware, or is something else awry?

the i5 2300 is quite old mate i think it works at 3.10 ghz which is below the minimum requeriments ( 3.5 ghz) but should do the trick. assuming you have decent gpu.

still i think this cpu can't handle 60 fps

Could be tied to your amount of RAM, video card (ofc speed is of interest here, but textures gobble up VRAM) and your harddrive speed (especially if you are low on RAM since the/any game starts swapping like a mad man to the harddrive once you start to run out of RAM).

There's a texture optimizion mod on the Nexus - have you tried that?

I'm using an i5, 8gb ram, and 750 gtx. Runs smooth on med graphics settings. no glitches either.

In all fairness there's i5's and there's i5's. You've got a range from i5-750S up to i5-8600K.
Saying "I've got an i5" or "I've got an i7" is like saying "I've got a car"... so what kind of car is it? is it a family sedan? muscle car? F1 racing car?

The main problem here is not the performance. The game runs at 60 on low graphics, which is fine for me. It is the dabilitating loading screen every 5 minutes that bothers me. Is this an issue only I get?

This is tied to your harddrive speed and avaliable ram - and somewhat to your motherboard (if it's really old) and ofc your processor speed.
I'd wager that putting the game on a proper SSD (not the budget kind) will solve that for you, getting ~5secs with a Kingston SUV400S37480G (Yeah, I know it's a budget one).

My GF's machine is an old i5 750 @2.67Ghz, and it runs the game fine...

Mind you, I've also put 16GB of ram and a GTX970 into her machine, so provided the rest of your specs are reasonable, your CPU should not be a problem...

And nevermind, Texture Optimization Project has saved the day. The loading bug is no longer!

It's more like saying you have a specific car with different modifications, but yeah I see your point.
