Do Fallout and Skyrim have the same required specs?
I have both Fallout and Skyrim, but I can run Skyrim 20x better than Fallout (I can't even run Fallout). So I know this is a weird question but what are the required specs for skyrim and fallout?

Video Card: Direct X 9.0c compliant video card with 512 MB of RAM

RECOMMENDED:
Processor: Quad-core Intel or AMD CPU

Skyrim Special Edition

Also I wouldn't go by minimum and recomended specs. They are often quite inaccurate.

In short Fall Out 4 is more demanding, I ran Sky Rim on way less on my old system, not even close to the min. But I built a new system so I could Run Mad Max and Fall Out 4. I never built a system for the sake of a game before, but these are my two games, and I knew they would never work on the old system at all.

I've found FO4 much more demanding than Skyrim SE mainly due to terrible optimization in the down-town boston area and horrific memory leaks that require hard-reboots to fix.

Fallout 4 and Skyrim both share the same Creation Engine as their backends, but Fallout 4's is a more modern, and more powerful version of it, so it has higher requirements (and less optmization like @Colonel Crossfire said above).
Nobody will ever be able to run the city areas in fallout 4.

It looks like you're playing Original Skyrim, if you were playing Special Edition 64-bit the comparison would be much closer and you should be able to run it.
It sounds like you don't meet the minimum specs and/or have an integrated GPU (prior to the latest I7-8XXX series)

You could try Beth Ini configurator but I am not expecting much, in your case.

You look to be eligible for a refund < 2hours playtime.
