I dump companions at Red Rocket and use The Mechanist's lair's for personal storage, with its tall ceiling you can fit 2-3 floors if you want and it does not get attacked so you dont need to worry about NPC's grabbing stuff from boxes.

Starlight works well too, can build some robots to farm/defend it. IIRC you can also have them work salvage stations.

Lots of build area.

Red Rocket is nice with some work, but for some reason it and sanctuary sometimes glitch a bit when built up. Other spots that are good are the more out of reach settlements (light house, etc)

The light house especially works well as you have several spots to put storage (use the docks for the extra frames, live in the house)

I would tackle all the settlements and find one you like..

Or live in Home Plate and use one of the others as a power armor storage site.

all northern settlements (tenpines bluff abernathy farm the slog etc) have clear sky and fantastic view most of the time but the things that attack you there are usually weak making life a bit boring. The more south the settlements, the more exciting they become with high level attackers but the sky will be more cloudy and foggy more of the time and no clear view of surrounding(somerville place warwick homestead etc)

lately i have been leaving certain settlements with 0 people. Just so i dont have to deal with attackers , and if i have to use the settlement radio beacon i turn it on and then turn it off and send the peole somewhere else.

You can also do like I did in my raider playthrough... just shoot all the settlers at the various settlements and take them over by force. Build up a couple vassals to take over as a raider (made them look like slave camps) for food sources

I usually do mintuemen up to the old guns through.. only way to get the gauss rifle and the artillery (usually build a couple little outposts with a couple robots with artillery at key spots... just to rain fire down.. till I found a mod that unlocks it for everyone including raiders..)

There are some tricky, nonsensical situations with being Overboss when it comes to raiding the Commonwealth. You can't raid Sanctuary without completing When Freedom Calls, for example. You have to get them to Sanctuary, and then later kill them or send them to other settlements to make it available. For some places like Graygarden, it'll be grayed out until you do their quest and take ownership of the settlement. Then you can take over your own settlement to make it a raider outpost/vassal. The positive about that silly process is that you can build the place up to produce a ton of food before making it a vassal.

That's only a concern if you were set on claiming one of those trickier settlements, or had plans of conquering the entire Commonwealth. If you're just trying to do the minimum to get through the quests, there are enough options to not have to worry about all that.
