or to disable my defender for a while. but it dident work.
this are UAC block folder
what will break game and system functions and media calls
if you use those folders for games
if Steam and games are installed in those, then UAC is mostly the culprit
to fix: uninstall games and steam then reboot your PC
reinstall steam into like C:\Games\Steam
and reinstall games and reboot your PC
and you will no longer be affected by UAC
and so skip all UAC related bug
*UAC = User Account Control ( or as i call it User Account Crash)
its a system that removes all and any control from the user when using UAC blocked Folders,
if you use C:\Program , C:\Program (x86), C:\Program Files and C:\Program Files (x86)
those are blocked by UAC
but i am doubting if it will work because i have 2 hard drives.
one ssd (solid state drive) for my system files called System(C:) 250GB
and one hard drive for my other files called DATA (D:) 1 tb
i installed steam and fallout on my second Drive (D:)

same thing after reinstall to update the windows registry
Windows Registry is only freshly loaded and updated after a pc start up/ reboot of the PC
for this reason skiping reboots will cause a mess
simple rule if you install or do alter the windows registry to show the change and get it into effect you will have to reboot!
what you also might want to do is reset the caches.
cache folder %tmp% (delete old temporary cache files.)
cache file of memory C:\pagefile.sys is reset in your windows pagefile / virtual memory settings for windows need reboots to take effect.
both can cause data conflict operation system wide, if those cache gets either dated or corrupted.
OP, make sure you tried ^that.
If you have Steam Cloud Saving enabled for the game, turn it off.
There is a chance that the game is trying to save to Onedrive. Here's how to disable it to test;

Also, Make sure you either don't have Bitdefender installed or that you have added Fallout 4 to the exceptions. Bitdefender and Windows Defender are not the same thing.
If you have any other virus protection software installed, add FO4 to the exceptions or disable it to test.
Edit; After I read the others posts, I'd like you to please go to Documents/My Game/ Fallout 4 and make sure you still have a save folder there.
If you have reinstalled the game onto a different drive than your Documents folder is on, you must make sure the game can write to your Documents folder in order to create saves.
