Combat Helmets missing from game

I have never seen (either in enemies, as random loot or at stores) a combat helmet in my current play through. This is the fourth time I have played the game, and the first this happens. I have not changed my mods that modify armor. At most, I updated them and installed other mods that are not related to armor. The only ones I found were the legendary unique ones sold at specific stores. I am posting this in the hope of finding someone who had the same problem, and maybe a solution. I remember that is was not a very common item, but I think it is impossible to have played so much and not seen one. I even remember one location that used to have a combat helmet, and when I got there, I found a metal helmet.

Combat helmets aren't in any random drop/shop lists, so they are rare.
Non-power armor BoS have them. There are a few fixed locations where they spawn.
Ballistic Weaved hats are much much better though...

Yes. I tried all that. The fixed locations, brotherhood o steel etc. No sign of Combat Armor Helmet.

The console command works, the item exists within the game code, but it's like the game ignores spawning them, even in the locations they were meant to be.

There is one you can buy....

I recall there being one at that gunner ocupied place near sagus iron. Though some things seem to get bounced out of the map if we or npcs use missiles or explosives to close to them.

It may be level dependent but I also recall one of them at quincy wearing one. They certainly do seem rare especaially early on in the game.

Wrecking Yard - Up in the trailer near the crane controls to the left as you enter...if my memory is correct. If it isn't there then I would investigate your mod list (if you have any) for possible problems.

Absalom will have one on him. There is also a legendary one you can buy in Covenant.

I bought the one in covenant. Still waiting for Absalom, wonder if he will spawn with one (I know he is suposed to).

I use the invisible combat helmet mod.. So me and companions have head protection with wearing a bucket. :)

Absalom will appear in one of the locations specific to combat random encounters.
