Report a translation problem
When you go Explore and find that Shamrock Taphouse by yourself and free that Brew Buddy, he will start the Quest. BUT if you deceide to "Keep him" for yourself, he will be bugged. SUPPOSED you can later on, tell him that you "Sold him" and thus finish the Quest.
The only way to not screw this up, is to FIRST get the Quest in Diamond City started, and THEN go to the Tapshouse.
That said, i belive that because of this, there might be more bugs in that Quest, which causes your problem here.
I use the cheat terminal and it has teleport or moveto in it and I used the cheat terminal on my fourth playthrough of the Taphouse to teleport to far harbor and Horizon Flight 1207 and was able to save there, I waited a bit or slept there tell I went to see if buddy made it to Sanctuary and he did!..
I use a mod called Trouble Brewin' Complete Quest[www.nexusmods.com] that allows you to send buddy to any of your settlements and keep him, the mod author made a drink you drink called czech and it's in a blue cooler at the dugout inn in diamond city, you drink the czech beer after deciding to either sell him or keep him to end the quest!..
I also removed all but one creation club mod from my data folder thinking that creation club mods missed up the drinkin buddy quest!..
I only had the Settlement Ambush Kit mod in my data folder along with whatever mods I had installed from nexus, I kept that mod in because it was dependant on my settlement blue print and the shooting range I had built in Sanctuary!..
