Update your GPU drivers.
If you have the free HR Texture pack DLC installed, uncheck it in your library DLC for the game.
Edit; A couple of other things to try are, go to the game's Options menu, set Anti Aliasing to TAA, 8x and in the Advanced menu set Ambient Occlusion to HBAO+[<--you only have that setting available with a Nvidia card]. While you're there, try unchecking the box for "Wetness".
But yes, I have TAA on, godrays off and wetness off and I'm still having that flicker/shimmer effect on bushes, trees and some other surfaces.
I tried to tweak Nvidia control panel for some fxaa but that doesn't do anything.
Everyone else on forums seem to experience this when moving their character but I see this only when dof effect comes in. Maybe I need to play without it then...
Edit; Ok this is weird...
Apparently turning off "A little bit of green" mod reduces the flicker effect. I have Grasslands installed too but turning that off/on does nothing.
Edit 2; It's not mod related at all: Disabled all mods and the flicker is still there.
I have recently installed a fresh version of Fallout 4 for another playthorugh. Installed a couple of mods and started. Then i stumbled upon the same problem with flickering grass whenever i move. Couldn´t find any solution online so i kept testing. ( Have been using truegrass mod, switched to another one which made it even worse)

what solved it for me was (i´m using the visceral enb mod) opening the enb menu (default=shift+enter) check the "shading" window and open the enbeffectpostpass.fx bracket. There u can uncheck the "enable sharpening", "enable depth sharpening" and "only show sharpened edges" options.
This is what completely solved it for me, while i didnt have to deinstall any mod to do so.
I know this comes quiet late :D but probably someone else can profit from this as i stumbled into this in 2020^^
