Vault-tec was a good corporation at one time, explaining the Pipboy and all the helpful survival tips on how to survive nuclear war and other clearly good intentioned things they did. The Vaults started out as a good thing and some were turned into tools for the Xeno's i think, the capture of a Vault-tec employee while Vault 76 was under construction implies this in fact.
PipBoy and Vaultboy are two seperate guys. PipBoy is a RobCo mascot and is on the OG pipboys.
Vaultboy is the blonde dude that is in all the promotional material - and that everyone call pipboy for some reason.
The Pipboy was made for Vault residents though... In fact anyone wearing a Pipboy is immediately identified as a vault resident. Its how to open the doors and everything. Robco were under contract to make the Pipboy for Vault-Tec i guess. So not two different guys.
The Xeno's have alot of technology and advantages but the player character has the Pipboy and VATS.

Retconned how exactly? When it first boots up the post screen for the pip-boy still says robco..
The retcon he is talking about is that the Bethesda games dropped the original pip boy entirely and he has never been seen again in canon. If you are confused, just search Fallout 2 pip-boy and you can see the original mascot.
