building a better crop bill sutton dead

I know this is a really glitchy quest but i cant find any posts that have the same issue as me. For me after speaking to cedric in good neighbour and returning to confront bill sutton he is dead next to his bed. every acts as if nothing has happened and the quest marker stays on him telling me to confront him but he is dead. How do you confront a dead man?
