Mass Fusion Quest bug
I am currently on the "Mass Fusion" quest for the institute and i have the executive key card and have located the "Agitator" and the quest marker is on the elevator and the quest objective tells me to "proceed to reactor level". When i go to the elevator to scan the card it says the card is doesn't work. I do have mods installed but they are only visual, like the Wealthier Commonwealth mod. Can anyone please help. It is the card in the same desk that has the terminal password. Whenever i swipe the ID card it comes up red.

There's another card you need. This was really confusing. Search some of the desks around. I think you have the executive terminal password, but NOT the executive keycard.

I may be mistaken, but this is my only advice I can give. I thought the same thing on a playthrough.

I have the Executive ID Card as well as the Terminal Password and i searched every single container, desk, and piece of junk and found absolutely nothing of use. And the ID card actually swipes but it just comes up red.

Yeah, I know the card swipes, there are two cards you can have, one is the Exectutive ID card which should open every door, then there's an employee card which will swipe, but fail to open the Executive Elevators. Try searching to see if you have one of these other cards and drop them. A script may be trying to pull one of the other cards instead.

It happens just like you said, the card swipes through the reader, and then the LED's flash Red. Where as if it was the right card, they'd flash green. It's a cool little detail that you never see again lol.

I do not have the Employee Card, just the Executive ID Card. I am on the roof btw.

The Executive ID Card is the only key card in my inventory.

Solution:
If you are not wearing power armor then enter the elevator, turn around, and face the entrance to the elevator. Walk out to the balcony and once you hit the railing go right until there is an opening in the railings. You are aiming for some yellow, orangeish buildings at the bottom. Save, run and jump off (do not land on top of the buildings). Once you land you should get a loading screen then you should be in GoodNeighbor. Go get a suit of power armor then teleport back to the Mass Fusion building. If you are on the roof again jump down at any point and you will survive as long as you have the power armor. Go ahead and find the entrance and enter (if you dont end up on the roof and you are on the street outside Mass Fusion then just find the entrance). The quest marker should be at an elevator to your right, kill the soldiers and enter the elevator. DONE, you did it! you can now progress with the story.
