A handful such as Atom's Bulwark and the power armour piece you make yourself have the base item change with level, which may be good or bad. I think this only happens with armours.
EDIT - Forgot about those.
So while you won't find a gauss rifle or gatling laser at lvl 5, whatever level those start appearing in the loot tables will not be any less powerful (once modded) just because you found one "early"
It is a better system than Skyrim imo. Just be aware of the instances where level is important and try and do those later on.
The only thing ghpstage didn't mention is modifications you can NOT alter which are "Sturdy" and "Heavy" versions of the standard armor pieces. These are only mods applied to the armor pieces but without mods you can not add/remove/change these mods in the base game. And each is a direct upgrade over the previous iteration and is tied to your player level.

A handful of legendary and unique items that are awarded to the player via quest can be scaled. The most common example of this are certain rewards for the BOS or certain rewards in Far Harbor, which can change from say, an Arm Piece, to a chest piece, depending on what level you acquire it at.
However, this only holds true for certain quest rewards. Unique weapons you find in the world are set. IE: The gainer will always be the Gainer, which is a slightly more powerful .44.
