I love this game, be hitting the 1000th hour soon, but man the more you play the more it breaks.
The interaction range seems to just be extended and it does have a limit. It does not cover the whole settlement. Also, anything placed in the armour rack behaves normally, even when it is obscured by a wall.
When it comes to interacting with settlers, they will react normally when faced in first person (zoomed in) mode, but if you are in 3rd person zoomed out mode, the reticle needs to be placed above the settler's head. This may be normal but you don't notice it when there is no tool tip for "armour rack" everywhere else.
In testing for this, I also learned that you can use a water pump to clip through walls. Time to see if I can breach the castle armoury without Ronnie Shaw and the Old Guns quest.
You might not want to do that. Or at least have a save you can load after trying it. Location-based triggers may not have proper protections to only activate at the right time. Going someplace you aren't supposed to yet can cause issues.
