Can you play the game at all? You do not need that file to play the game. Does your pc meet minimum requirements?
are you sure it isn't spelling error?
it's Fallout4Custom.ini
located inside Documents/my games/fallout4 directory.
you have to have these following lines to enable modding:
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=

that spelling error is only on here i know i've spelled it right for the files i've tried to make and i've put those lines in the ini file but i still can't use mods, and as i said in a earlier comment i tried copying the entire file from someone else and it didn't work.

Did you start modding before playing the game ? . I usually play for a half hour before I start modding .

On the other hand , Sometimes when you to delete an reinstall the game , if you don't properly delete EVERTHING , some of those (including your custom .ini file) do not show immediately but beliave me when I say give it few days , they will turn up eventually so don't panic . this is especially true when you run multiple games off tthe NMM .

OP, I might be misunderstanding but, what do you mean "it won't install"?

If you do not have your Fallout4Custom.ini in Documents/My Games/Fallout 4 where your saves folder, Fallout4.ini and your Fallout4Prefs.ini is, you can use Notepad to create it yourself.

Open Notepad, don't type anything, click the File tab and choose "Save as". Name the .txt file Fallout4Custom.ini and click Save. By default it will save to either your Documents folder or your Downloads folder. Find it, then copy and paste it to My Games/Fallout 4.

Once it's in the My Games/Fallout 4 folder, here's everything that goes in it;

[Display]
iLocation X=0
iLocation Y=0
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=

It is case sensitive, so make sure you use Capital letters where they go and nexus mods will work.

*Normally the Fallout4Custom.ini is created by the game shortly after you leave Vault 111. But, for some unknown[to me] reason it does not get created for some players.
