Can't clear Hyde Park for Settlers
Hi,
Little bug... Setters from Sommerville asked me to kill the raiders in Hyde Park. 1st, the area was marked cleared as though i've never even set foot in it (the location icon was not even marked as discovered) 2nd, most raiders are already dead including Scutter (2 or 3 were alive around the Park, killed them, nothing changed. Loading an older save doesn't help.
What can ! do to go around this?

Go back and try and use the console command killall in that area to clear, this happens with the nuka cola plant too and the killall command is needed to clear the mirelurks out of the area

I tried to use Console Command to complete the objective "CompleteAllObjective <QuestID>" but it doesn't do anything simply because the QuestID isn't in the list. It's supposed to be MinRecruit01 but of course it's not there. Every other questID is there but not the one I need to use. How come I can't find the one that's bugged?

Have you tried talking to the man again?. Perhaps you can trigger the "I already cleared that place" dialogue.

Tried that already
For now all i can do is wait that the quest failed -I read that "Raider Troubles..." does fail after sometime

save and exit game and load the save worked for me

One month later...
Still, it doesn't work for me. I went and did the whole Far Harbor extension. Next time I play the game, maybe just maybe it'll work.

Edit: I went back and had some raiders to kill this time. But that's it. It didn't even count. I tried the console command 'killall' still nothing. It means I won't be able to complete this stupid quest and I won't have Sommerville as a settlement.

Victory! I finally did it, don't know why and how but this time it recognized the questID though it wasn't listed. All it took was... doing Far Harbor quest line. Hope I won't have another bug like this.

Edit2: Actually I completed the quest via console command but Sommerville isn't recognized as a settlement. F***

Sorry to read about your troubles.

I am not 100% certain of this, but I believe that Unofficial Fallout 4 Patch fixed this.

I tried to find direct reference from version history, but didn't find it. Yet I have a memory that it was mentioned at one of our Discord conversations.

I know how to fix it.

Step 1. Find Scutter's Body

Step 2. Open Console

Step 3. Click his body and type in "ressurect"

Step 4. Kill Him

Step 5. Complete Quest

^Confirming ShadowManray's comment that resurecting then killing Scutter successfully completed the quest for me. Make sure you spell resurrect correctly ;)

Enter the console command as below, then kill him:
resurrect "(0008fdb9)[PP]

I included a space between resurrect and his tag.
