For now all i can do is wait that the quest failed -I read that "Raider Troubles..." does fail after sometime
One month later...
Still, it doesn't work for me. I went and did the whole Far Harbor extension. Next time I play the game, maybe just maybe it'll work.
Victory! I finally did it, don't know why and how but this time it recognized the questID though it wasn't listed. All it took was... doing Far Harbor quest line. Hope I won't have another bug like this.
Edit2: Actually I completed the quest via console command but Sommerville isn't recognized as a settlement. F***
I am not 100% certain of this, but I believe that Unofficial Fallout 4 Patch fixed this.
I tried to find direct reference from version history, but didn't find it. Yet I have a memory that it was mentioned at one of our Discord conversations.
Step 1. Find Scutter's Body
Step 2. Open Console
Step 3. Click his body and type in "ressurect"
Step 4. Kill Him
Step 5. Complete Quest
Enter the console command as below, then kill him:
resurrect "(0008fdb9)[PP]
I included a space between resurrect and his tag.
