If you are not using a ps4 controller but a third party game pad with dualshock button layout, there should be a similar option in the big picture mode for third party controllers that you should turn off to make sure steam is not overriding what f4 is already doing.
That fixed my issue when my ps4 controller was acting weird with f4.

You do realize the keys you're pointing out as conflicts ARE the same button, You just either tap or hold?
Wrack up some more hours before you make more silly assumptions.
