Ive never had this "problem" either. But they only seem to want to support one version I guess. So we all get the same. The night fallout 4 launched on pc default v-sync was 30 fps. That should tell you all you need to know about "pc" version...

Fallout 4 Update 1.10.80.0 (1.23 on PS4)

That just means its a 1.10.80.0 update for windows, but its actually update 1.23 on ps4, both systems got the same patches. Sony is funny about patch numbers and things like that.

the update is called 1.23 on ps4. PC it's 1.10.80.0. It does the same thing on all platforms, just different names.

It means that's what the version number is on the Playstation 4, not that it's exclusive to it.
Easy to misunderstand, but that's what it is, where as it's 1.10.80.0 on the pc version.

They 'used' to have a way to disable updates years ago, you can blame user feedback for their multiplayer games breaking that caused valve to remove it ,at least the biggest reason.
