Pickman early on is a vicious weapon if you are going melee. It doesn't really get replaced until The Throatslicer. I see no need in making a choice between it and a bat though. Neither one weighs a ton. Carry them both.
Pickman blade basically ignores armor due to wounding, but yes, it is highly situational - it has a short reach and doesn't stagger - I have gotten into situations where an opponent is fast enough to cause me problems, and it's not fast enough for multiple opponents.
That said, it is a sneak build tool par excellence and has one of the highest DPS in the game.
With Nuka-World the best melee weapon in the game is bar-none the knife you get from finishing with the Disciples.
