i can give you a pretty clear indication of distance actually in generel :
check the map how far med tec research and finch farm is away from national guard training yard on the map. THAT is about the loading distance. if youre at any of these 2 locations you are far enough away so that the outside frame inside the blue container doesnt get triggerd to stop scaling. get any closer and the frame will trigger. so these worldcells are quite large.
i am not sure about HEIGHT tough. never tested that one in detail. of course that only applies to central boston city so very few frames are affected by this to begin with.
indoor areas in generel are : aslong as you dont enter it wont stop scaling. only exception : national guard yard. enter ANY of these 3 buldings and the indoor frame will stop scaling. the other locations only have 1 indoor cell to begin with for example abadoned shack in glowing sea : aslong as you dont enter the bunker door it wont stop scaling at all even if you discover the shack on the outside. so indoor frames are easy to avoid till right level.
waiting any longer than lvl 36 for the full sets and lvl 48 for the partial sets is fully MEANINGLESS as they have reached maximum potential at these points.
I've usually found it to be around one map square, though you do want to have a decent margin over that to make sure things aren't loading.
its still a rough estimate of course. but its one you can use to make judgeing things a bit easier atleast as this distance applies to all outdoor frames (aside central boston due to height beeing a thing there)
telling the precise distance would be way too much work for basicly little gain. not worth finding out.
It can be worthwhile if you're making a lot of attempts.
not fixed. they are the same ones as near yard and court 35 in the maingame. so they scale too. but barely anyone goes there before lvl 30 to begin with so yeah.

As everyone has been saying, it is completely true that most of these Power Armor spawn points have the ability to spawn an X-01 if the player is Level 28 or above when entering the cell. No earlier, otherwise T-60. Rowdy at the Atom Cats garage will sell a single X-01 armor piece INCREDIBLY rarely, but the previous estimation of one piece in 5-10 visits isn't even close. In my experience, I only got one X-01 piece in about 25 visits.
Anyway, if you guys are willing to use mods, then the Enclave Resurgent[vignette.wikia.nocookie.net] mod should be what you're looking for, and I've found it's the best way to get X-01 sets after all the frames on the map above are already collected. The mod adds the Enclave from Fallout 3 back into the game, a few quests, a few locations, but above all, an Enclave merchant that can sell an entire X-01 set at all times, should suit your needs. If you're willing to mod your game. It does require Far Harbor though.
no. only partial frame chestpieces scale to MK 6. not 5 and only the chestpieces. the full sets never exceed mk 3 at all no matter what level you are. only exception is the unique quantum set but thats a special case by default.
depends on difficulty you play on.
t60 isnt found till lvl 21. (exception is the bos of course only talking random found frames here)
