Report a translation problem
If you did it through NMM check to see if the Box is Ticked on the left.
If you did it manually, you must've missed a file or didn't tick the box to activate the mod.
Did you add the .esp file to the load order within the in-game menu? The contents of the mod will not be loaded to the game if you don't do this.
Actually, both
If you're not seeing it in the CC and you've tried both install methods then you didn't enable the ESP in your load order. Which is weird if you did install it through NMM cause it should auto enable for you, unless there's a Feature in the Manager that prevents that.
Uninstall from the NMM and make sure you remove ALL the files manually from the DATA folder. Try again through Nexus and Make sure the ESP is Checked in your load order.
Also, I dunno if you've done this, Make sure you have a Fallout4Custom.INI File in the Fallout 4 folder in your My Games folder.
PS WM Chinese Assault Rifle 1.4 should have 3 Files. Textures, Main and ESP.
The folder I was talkin' about is the Docuents/MyGames/Fallout4. If that's empty Verify integrity the game to replace the files that got lost.
