How do I give teleporter plans to Sturgis?
I fooled around and wiped out the entire railroad and then went to Sanctuary. I have the teleporter plans in hand but am having trouble giving them to Sturgis. How is this done since I'm sure he can read them and tell you what you need.

From what I remember, you need to talk to everyone's favourite Fallout 4 companion, Preston Garvey. You have to tell Garvs about the Institute, then he will direct you to Sturges.

OK I talked to Garvey but he wants you to do his quest with Tenpines. I think that once you've provided the beds, water, crops, and defense then Sturges will take the plans.

I'd be surprised if you need to do the Tenpines quest first. Try talking to Preston again and it might give you the option to give him the plans.

Still, I wouldn't be all that surprised if it wants something like that in order to count you as properly with the Minutemen before getting their help building the signal interceptor.

I don't recall this one offhand, though.

In other words the OP never did anything for the Minutemen other than let the monkeys out of the museum.

So in order to do the Minutemen ending he is going to have to do Ten Pines and maybe The Castle? Then he will need to own at least 8 settlements and then the option to attack the Institute will come up.

I'll note that in the long run it doesn't matter who you choose to have help you with building the signal interceptor for the Molecular Relay.

You can still choose to side with whoever you like out of the surviving factions and it's only the Railroad that you can wipe out without specifically pursuing a quest for it.

I highly recommend that if you want to do a Brotherhood of Steel ending you choose them for building the teleporter.

There is many cases of the quests for Proctor Ingram and Doctor Li bugging out if you switch to them from another faction ending.

The quest is quite bug-prone in general, so keeping saves as you progress is recommended (even more than for Fallout 4 in general).

If you want it simple and relatively reliable, stick with one faction, build the signal interceptor where they recommend, and don't do it during other quests with the same NPCs. But if you prefer it in a particular place, no option is locked out completely, extra complications make it more likely something will go wrong, but it's not guaranteed.

No matter who you choose, watch out for trouble when you build the control console. If the NPC that is going to operate the signal interceptor is around they can start trying to use it even before you've properly connected it, and their use can get in the way of you hooking it up.

The other thing you might want to do. is before choosing a side make a hard save, then copy or whatever to fall back to. That way you could go back to that save then do all the different endings branched form that one save. That is if you are looking to do all the ending achievements quick and dirty rather than multiple games.
