Access to Department X

I've been working every angle in trying to get into the DIA vault to Dept. X. What am I overlooking? Is this a part of a quest I'm unaware exixts? The Door terminal reads, "Inaccessable". Any info for me out there?

Had this problem as well. Deacon should open the door if not reload your most recent save and he should do it then.
