Easier way. Just bring down the console and click on the workshop in question to select the ref. ID. Then type:
GETAV 348 <----This show the number of total triangles used. Make a note.
GETAV 34A <----This show the numer of draw calls used. Make a note.
ModAV 349 xxxxxxxx <----Where xx is a number larger than what you got for GETAV 348
ModAV 34B xxxxxxxx <----Where xx is a number larger than what you got for GETAV 34A
P.S. if you want more settlers just slam your Charisma to some crazy number. E.G.:
Player.modav 2c5 100 <----This will add 100 to your charisma thus allowing a 100 plus settlers.
Hope this helps!

Please do not listen to him. Using getav (= get actor value) is fine but stay from modifying it unless you know what you are doing. The console is a great thing but there is a reason why is it called as "developer console". It is not a toy.
If you want to expand the build limit, I recommend to look for mods that does it on a clean manner. For example sim Settlements where the author used the creation kit to modify the settlement building limit. By this; there is some guarantee that the new values are correct. And the mod is used by a lot people.
Even if you expand the build area, the build limit is same. What you can do is to increase both if you want to add more settlement items and on a larger area.
Take a look at this then: https://www.nexusmods.com/fallout4/mods/32170
I am not using that mod, though, I cannot comment on it much.
I am, however, using this and I am quite happy to have it: https://www.nexusmods.com/fallout4/mods/25350
oh wow I never knew about that one, that be a good replacement to spring cleaning that I am using now.
It does not delete the junk, it is safely stored in a small container on the main workbench. You can even take the contents before you become allied with that settlement.
What I find quite awesome is the fact that you can select which settlements you want to use, in case you have other mods that you prefer for specific settlements.
For instance, I am using this for Croup Manor, rather than the Clean and Simple mod: https://www.nexusmods.com/fallout4/mods/27729
