Yeah it seems "Vault Teck" (or well, Bathesda xD) forgot to put G.E.C.K.s in all the Vaults xD
See I think there ARE explanations for them not being there.
F:NV It is fair to assume that the NV G.E.C.K.s would have been snagged up by NCR or Brotherhood.
F:4 G.E.C.K.s taken by the institute, excludeing Vault 81 who cracked it open to get the power sorce to keep there vault running.
Also Vault 81 is working on allsorts of infections, airborn illneses and whatnot but we don't fin anything bar Molerats. Perhaps if they used there G.E.C.K., it would clear that s**t!
Edit: That is assumeing all the G.E.C.K.s were functional also.
Edit 2: Just wanted to add in the Enclave faction for snagging G.E.C.K.s. I imagain they will want some for when they go to the MOOOOOON! if they don't allready have what they need... also based on the timeline... if they are still around xD

Also Vault 15 was supposed to be filled with people of radicaly diverce idiologys, that is in F:2
Which is why when they made the fallout bible to get the lore ready for van Braun they said 60% of fallout 2 from the canon and why dispite aperently every vault having a heck in fallout 1 and 2 the geck was never mentioned because it was an ass pull mcguffin invented in fallout 2 and never ment to exist.
Yep the lore was rock solid before bethesda got ahold of it... well as rock solid as the top of an exploding volcano anyway but expecting the people ♥♥♥♥♥♥♥♥ about bethesda ruining the lore to actually know anything about the lore is asking to much.

What is your theory on the vaults missing G.E.C.K.s in NV & F:4?
Is it that they didn't have them? taken/broken? Forgoten about since they were just a plot point? xD
I'd belive it. They are looking pretty well setup, plus what faction wouldn't want one?!
