Depends on the game the OG fallouts had nuclear cars being rare and gas powered vehicles still being around in limited amounts and the one car you do get working ran off a battery that you charged with energy weapon ammo fallout 3 onward was all onboard nuclear reactors with the gas stations selling coolant.
