So no, the recycler won't take into effect your scrapper perks. You only need scrapper perks if your manually scrapping a lot of energy weapons to get extra stuff. It's useful, because you'll gather up a lot of energy weapons in the game, but really that is ALL the scrapper perks are useful for.
So if you want to break down your other stuff, junk, etc in your recycler, feel free doesn't matter your scrapper perks. If you are not just selling off energy weapons and want to break them down into useful more rare materials, then the scrapper perks are useful. Depends on how you play really. Some just get the caps perks and sell everything. Me, i love to get the scrapper perks later in levels when i have plenty of money already and have tons and tons of energy weapons sitting around. But like many perks, its useful in some situations, but isn't needed.
I never have the scrapper perks on combat characters, and i always have them on a merchant/non combat character. My combat characters need tons of perks to boost those weapon damage and skills, i just get the merchant/caps perks and sell off everything.
It is only plain pipe weapons that only ever give steel, they dont add extras (they are all steel no matter your perks). Same for armour, vanilla unmodded Raiders armour give only steel, vanilla leather give only leather, but modded armour gives you a lot of stuff, like cork and other hard to find items.
Scrapper is a solid perk. But you can play without and go about and be lacking in ingredients.
And yes, Scrapper only affects Weapons and Armour, and have NO effect on junk items.
