Don't turn on Freedom Radio though if you don't like open quests and don't really care for the Twilight Zone feeling of being a Raider Minuteman General.
I just hope the process works out better for you than me as any RPG potential is gone. I can't get recruitment to stop at settlements. I have to sandman kill X 10 repeatedly to cull the hordes. I've tried making them farm, smashing their toys, making them idle. I wanted to do the 8 settlements but I'm going to hunt for a fix/mod whatever and come back to it I guess. I enjoyed the DLC until this point.
Somebody else told me about the problem of automatic recruitment at raider bases and they told me the solution is as simple as making sure at least 5 of them are unemployed (not assigned to any task at all) - they will stop coming after that. The same applies for Minutemen settlements.
You said you made them idle but did you make 5 of them idle?
Last check I was at 7 idle at the worst offending settlement. I had originally read 4 ...the information is a bit sparse and inconsistent. :-/
P.S. I added a quite a few happiness modifiers at the beginning, not knowing this. If I can tank the happiness to 50 (down to 60 so far) I might see what happens if I don't add such -- maybe that compounded the problem, though I'm guessing with the money potential of Pick-Me-Up stations, that's not an unusual approach.
It's also a bit strange as the rate of recruitment varies -- Nor Beach is almost reasonable, Finch Farm is the worst, Costal College is somewhere between the extremes, though all but the first one were still recruiting at 25+ :-/
Fortunately I have that DLC that lets you build arenas in your settlements. I don't have Sandman to cull raider overpopulation but I'm more than happy to make them fight each other to the death for mine and everybody else's amusement.
Also I sympathize with your mention of taking away roleplay immersion by being able to be a Raider Overboss and Minutemen General at the same time, especially since I've played every single Fallout title since the first one. I like Fallout 4, but it's basically a glorified Far Cry 3 or 4 instead of an "RPG."
