I haven't been to the area but wanted to note that you have to go to the circuit board apparently. There is a console using suggestion using 'enable' but I don't have enough info to support or not support such.
I'm wondering if I fixed it way earlier in the game, before I realized it was part of a quest. But the switch still doesn't allow you to throw it. Says that it won't work.
