Fallout 4 Ultimate Optimization
Recently I found a way to combine all the approaches on the Internet that allows you to gain best graphic quality with minimum fps loss.

-First off, My system spec is Clevo motherboard I7 6700, Gtx1070 laptop, 16G DDR4 2133, and I put it into my ssd (335/212MB R/W)
-My graphic quality is 1080p, 4xTXAA Everything max except shadow distance is medium. In addition to gameply mods, I added vivid fallout 4 all in one(4k), 4k falcon oil texture, 4k water, and vogue enb. Please do use god ray optimization mod. I did not use any shadow boost mod.
-Performance: CPU frequency maintains 3700mhz+, and GPU maintains 95%+, 15xx-1665mhz after optimization. Vram is 45-50% of 8G. FPS performance: I installed war of commonwealth mod, so enemies fighting will consume quite a lot of resources. However, fps can still maintain 55+ minimum during the extreme fights in various city centers. I never see fps drop to 48 during the whole gameplay. average 60+ during radio stantion, avg 60-70 in diamond city, average 80-100 around water, around 110-140 in good neighbour and all interiors. Around 55-70 around exterior in mass fusion.
-Preparation: Please download ini configurator, and tick all items that boosts performance. I put shadowmapsize to 512, which can also be modified in ini files. But 512 and 4096 resolution does not seem to impact my fps. Please do tick "disable fullscreen optimization" in fallout4.exe property.
-About enb: Please turn on dof, but turn the dof fixed time to minimum. Be careful on sky options(sky ambient, sky shadow, cloud shadow) They could cause some display issues. Remember to lower the shadow options, since I do not see any difference between extreme and medium. Lower ssao options to optimal level, and remember to turn complex filter off.
Big warning: If you have enblocal.ini, please find [MEMORY] and modify it as: ForceVideoMemorySize=false
VideoMemorySizeMb=21504
How to calculate Vmemsize: (VideoMemory+Ram-3)*1024. Mine is [8(Vram)+16(Ram)-3]*1024=21504.
Currently, this works. But it is still in experiment, since turning ForceVideoMenorySize=true may result in very low quality texture.

Warning: If you use scrap everything mod, please disable it. It causes performance issue.
Existing issue:
Sometimes in certain areas(lexington, some doors in fort hageon and certain areas in massive buildings) The fps will instantly drop to 1fps or 2 fps, and GPU will be 100% usage. Yet opening menu and pipboy will turn eveything to normal. Please tell me how to fix it.
-Another issue is random game crach. I don't know where the issue is. Maybe I intall some mods that are incompatible. But it never happens in Vanilla. Ususally the crash happens when entering another game map.

Please let me know other optimization options!

Note that you can modify shadowresolution in ini files to 512 to gain max performance. Shadow distance and shadowmapsize can be modifies freely.

i am using scrap everything just fine. Just do not disable the precombined setting, and do not use the place everywhere mod where you can build at any place

To clarify this for those, who might misunderstood the part of not disabling PreCombined meshes setting: Scrap Everythign already disabled PreCombined meshes from vanilla settlements. The INI-setting is not needed. It only disables PreCombined meshes outside of settlements as well.

This is useful information. Thank you.

I'm just so happy to see beyond my big toe with my new GPU that I haven't yet optimized much other than a few tweaks to the Ultra settings and my computer is farther down the food chain than yours.

As far as CTDs -- I have them now occassionally and didn't have them prior. The two changes are: DLC added and Creation Club. I do not have any mods. I have my suspicions, but only that.

In any case, the loading screens were the biggest issue. I find the game runs a good bit better with Process Lasso, it might be worth investigation.

There is a tweak guide that has recommended settings but I can't say if it's a sound recommendation other than my own experience with it. It may be a bandage fix for a deeper problem (varying on case-by-case basis) but it could be worth a looksee for you.

This one is still supported, too. Is there any reason not to use this?
(And I do mean other than any risk inherant in messing with Bethesda files that one doesn't understand :-)

Thank you so much my man! I copied all the ini settings and my game is running better than ever. This really worked for me. My game still freezes from time to time but not as often as before so again, Thank you.

Another thing is that if you install mods like texture mod and scrapping mod, please note that some of them may cause disruption in precombined mesh and previs, which is the main problem in performance loss. Disabling scrapping mod is the best option when you are not currently playing in a settlement. If you want to retain other mods like texture mods, please go to nexus mod and search for "Downtown Boston fix" or any other mods that fixes precombined issue caused by mods. Place the fixing mods on top or below all the mods alternatively to see the best effects in game.

Bad news: don't open anything else while you are playing game, specially browser like GoogleChrome or you will crash, i guess because this new optimization make PC focus 90% into the game

its crazy u incerase texture loading distance by 200% but u keep the shadow resolution at 512 with 8gb vram gpu XD

you don't know what ur are talking about xD

"bNVFlexEnable=1" will literally cause constant crashes, and for some reason he repeated most of tweaks to custom.ini, when the purpose of custom is to have less clutter in files
