using vault tec workshop at other settlements

So I did all the vault tec quests then went to vault 111 to use my Conquest settlement mod. I love putting a settlement there!
Well I used the vault tec workshop to make an outdoor vault right there on top of the hillside.

Since then I've started a new game and now I cannot use vault tec supplies to build anything in Sanctuary hills. Why can I use the vault tec workshop at a Conquest settlement but not a vanilla settlement? It also did not work at hangman's alley. Is this a glitch? Do I need to complete all the vault tec quests before I'm allowed to use the vault tec workshop outside of vault 88?

Yes you need to complete the quests to unlock vault items at other locations.
