I came across a massive bug while inside the Prydwen. Every important BoS member suddenly stopped responding to anything at all. using resetai proved useless, and the process of disabling and re-enabling didnt help either. i even tried killing and resurrecting. any other commands that may help fix them? i am assuming the problems go further back, considering they started bugging out earlier in the game, but now i am too far into the game to try to go back through all of my saves just to fix them, so if there are any commands that might fix this problem, i would appreciate the help.

If you have ever had mods installed I have a pretty good idea of what it is,

Google "papyrus stack dump".

Basically there so many scripts running in the save that the papyrus engine is overloaded and shuts down. Then things like AI processing cease. Usually a definite sign is when you go somewhere and all the NPC's stop dead in their tracks and don't move.

You can enable papyrus logs and confirm thats what is happening.

Another likely scenario is what bLaCkShAd0w said, but it is related to removing mods from ongoing game. Creation Engine games bake script data to save files. Removing mods from the game does not remove the script data. It will remain in save files, creating errors and eventually having a chance of causing the situation bLaCkShAd0w described.

There is also third possibility. Something has royally messed up your alias checks. That may, or may not, be related to Papyrus spam. It can be caused by careless use of console or broken/removed mod file.

Could any of these scenarios be true?

Yep, Doesn't take much to cause papyrus issues. The other day I was playing aroung in skyrim, Wrote a script to search through a list of items in a container. I accidently had one number wrong, Which caused a script to have an endless loop. Went in game for roughly 30 seconds to test. The papyrus logs which for that ammount of time are usually ~300kb, Were a staggering 650MB. It crashed regular notepad trying to open it. Funny the game did not crash though, Exited as normal.

If your curious to see what your game is doing you can go here:
C:\Users\%User%\Documents\My Games\Fallout4
And add this to Fallout4Custom.ini
[Papyrus]
bEnableLogging=1
bEnableTrace=1
bLoadDebugInformation=1
bEnableProfiling=1
sDefaultLogOverlay=Papyrus
It will create a log folder where you found Fallout4Custom.ini
