Hes the guy who you can do that drug deal with in Diamond city at the taphouse.
You go with him at the deal, And kill everyone. Afterwards, he runs off into the sunset.
Sometimes tho something else will kill him after he leaves and the game will blame you for some reason. I think it's auto set to blame you for his death nomatter how he dies
I personally always kill him. Like he said, "No witnesses".
As far as I know, the only way (And the way I prefer to end this quest) to keep Paul Alive and not force a confrontation with Collette, is to ALLOW (not to do it yourself) Cooke to die in the gunfight. You can do this a few ways, though Cooke is actually a remarkably strong fighter despite having ♥♥♥♥ equipment. Make sure Cooke doesn't grab a better weapon.
Convince Cooke to go into combat first, he'll take severe damage and die pretty fast with everyone shooting him.
Conversly, you can have Cook die by Trish's hand, and this will change the dialog a little when confronting Collette, jsut tell her Cooke was killed, and that you don't know what happened. (If he's killed before confronting Trish by the Triggermen, there's a unique dialog response as well that's pretty cool)
