If I'm reading the wiki list of console commands correctly, this should add all travel markers as unmarked. I don't know if it resets ones that you've already found or not, since I haven't personally played around much with the TMM command.
And no, there isn't a perk that unlocks all of the locations, but the command that douglas stated will add all of the locations but not necessarily discover them.
And TMM does take priority, so all of them will be unmarked.
