Not to mention the ♥♥♥♥♥♥♥♥ dont pay taxes either only the store keepers do and they require YOUR money to set up shop in the firstplace and the return cash is so neglible its not worth it.

Which is why Sim Settlements exist.
I am currently playing in Deficit mode and working to get taxes out from my settelements. I am slowly getting there. (Deficit mode is optional. You could just collect taxes from settlements, without that hassle, but I like the idea.)
SS doesn't yet support Vault 88, but recent update included Interior Plots. That is a good proof of concept, which will most likely develop toward Vault 88 support as well.
Man, that was the one settlement I was looking forward to using Sim Settlements on. I wanted to do an underground city theme, screw building an actual vault.
That of course is possible. You can use standard plots in Vault 88. There just isn't support for actual vault pieces yet.
Honestly vault building kinda sucks because of the space we were given. You have multiple sections but they can not be connected or you have to go ridiculously out of your way (ie main room to water pump.)
While small rooms can vary easily, I really do not see large vault rooms being easily mixed in due to crappy connectivity, never mind trying to connect multiple levels. They get it to work then great, if not, not going to care.
I just got the quest and it is next in my to do list, once I get my current settlements to produce profit. I got so little settlers in early stages of the game that none of my settlements are yet on profit.
As mentioned, I am using Deficit mode from Sim Settlements, which causes turrets and generators - except aluminum hog wind generators - to cost daily caps. That is not an easy way to play the game, but it keep it interesting.
