all female characters use the same body meshes under meshes/actors/characters/basehumanfemale
therefore, you build CBBE body or CBBE body physics after selecting a preset. however, it applies to naked body only, so you'll need to build all the outfits using that preset too.
if you understand racemenu in skyrim, you'll understand looksmenu in fallout 4, both have bodygen -- a functionality which makes UNIQUE body shapes on every female characters based on presets' data. the thing is, in skyrim, unique body generation is almost automated by mods, but in fallout 4 unfortunately, you'll need to do it manually. but if unique body isn't really your focus just go ahead and build all outfits with same preset.
So to apply it I have to modify every outfits in the game?

If mod authors have done their job right, then those custom cloth files should have groups. Adding the group name to XML will allow preset to run them.
This can be done either by re-saving preset in BodySlide and adding available groups to it. You can also manually edit XML-file to add groups to it.
However, most gear and presets should work together. I had to add Elianora's Compendium to preset I am using, but everything else worked out from the box.
