By the the way you're saying it, the mod[s] download fine and just won't activate for you. Have you tried double clicking on the mod to activate it instead of hitting "Activate"?
I can download mods just fine, have them in NMM, and no matter how I try to activate some mods, they just stop and say "an error has occurred".
Usually it's with bigger mods 100+MB, so I thought that maybe it didn't download completely. But a long time ago I had it working.
here , you can check with this

But wouldn't it be all mods if it weren't set up right?
do yourself a favor and read
Reinstalling NMM is a good idea if you can't find another solution, current version 0.63.14.
There's evidently backstory regarding the fact that the nexus is moving to a new mod manager implementation called 'Vortex' and the NMM is not getting officially updated further, so .17 and .19 are community updates.
