Where can I find Ballistic Fiber early on?
I know the vendor in Goodneighbor sells shipments but I don't have the money to spare at the moment. I looked the Federal Rations Stockpile and only found 1 military grade duct tape, and don't know of any other locations early on that might have some. Any help?

Military duct tape is the only junk that I can remember that you can scrap to get this component otherwise I can tell you to google and see what other stuff have this component.
There is no trouble at all to turn on components view when you play the game.

mil grade duct tape is in a few locations, how much do we need? are we trying to waste it making combat armor or what?

I know you get it somewhat frequently off randomized ghoul junk. and the national guard training yard has a few rolls in the back.

was some other place with a couple rolls I was wandering thru. but if we are just going for ballistic weave, tinker tom sells armored clothing, which if you have scrapper you can scrap for ballistic fiber.

or you could buy the shipments. how much do you need?

In answer to the OP's question; if your're loyal to The Brotherhood Of Steel, then go up onto the Prydwin and see Proctor Teegan in the supply shop. He sells shipments of ballistic fiber there.
Otherwise, the previous posts are correct; Military duct tape & military ammo bags.

Edit: Lucas Miller sells shipments also in Bunker Hill.

OP is too poor to buy shipments as it's early game, and wants to scavenge ballistic fiber.

I think the Robotics Disposal Ground hut has some?

There's a road stop between Graygarden and Covenant, that has a minimum of 3 of them on the shelf, plus other goodies. If that's not enough, your wandering there will wake up all the feral ghouls and fill you up with more.

Had a nice interaction there between a gunner and a Yao Guai, only to be spoiled by a slew of ghouls, lotsa loot and scrap there daily!

The best and easier answer is how can you make easy caps to buy it.

Pop some cha drugs, some alcohol, toss on some cha gear to bring down the price and sell your stuff higher.

Buying shipments is the only reliable way to get ballistic fiber, especially if you are on survival because the cells take too long to reset.

@Bored Peon is 100% correct.
Grape Mentats is a useful drug I always use before buying, (& u can make), that means you can sell your stuff for 10% higher & buy for 10% cheaper while it's effects are active.
Easy way to get more stuff for less caps. :)

If you don't have time to generate caps (it's the recommended way anyways), you can check and loot for army "styled" locations such as road blocks, bunkers or on some places where there are plenty gunners. I recall that I got a lot of it from gunner's plaza. But that location is far in the south, in a more difficult territory.

Barring a few legendaries (more if I'm actively collecting), I confess I disagree. I think I've bought a few bobby pins early on when you don't have hundreds, and ballistic fiber, and while I've probably bought something else, not really much. I think I bought some of that heavy marine armor in far harbor once to complete a set?

Admittedly I tend to run around in ultralight combat armor anyway so YMMV.
