Report a translation problem
before
epic long loading times
no disc activity
no cpu activity
no gpu stress
after
disc, cpu and gpu run and loading times are okayish
lock picking now plays fast fast, but I dont care because those loading times where killing me

Okay so what just happened is very strange to me.
I tried that thing you said about tabbing to windows multiple times yesterday and no dice. I was just about to figure out the vsync stuff and for some reason when I tabbed back in it worked. I did nothing different than yesterday, and the load time was very short. The only difference was that my computer was completely turned off and then back on.
This may be temporary, so if it happens again I will try the vsync option and see if that helps as well. I am very confused as to why this game is so unreliable but I am going to take what I can I suppose.

for nvidia you can set 3D settings by application. /rigtklick desktop to get to 3D settings

vsync seems to have done it (FINALLY)
I was having inconsistent load times with the alt+tab fix and it was super annoying so I decided to try vsync to see if I had any better luck and it seems I have.
FIX:
I went into the Fallout4Prefs and changed "iPresentInterval=1" to "=0" and then launched the game with the same monitor resolution and in fullscreen.
The load time was quite quick considering, and I was able to have it be successful twice in a row so far, so if something happens again I will come back and change this, but for now I will mark this thread as solved for anyone who wants to know how to potentially fix this problem.
Thanks for telling me to try vsync because I don't think I would have figured that one out on my own.

I was baffled that programming was linked to fps in fallout
It is a bit annoying that the lockpicking minigame runs fastfast, but I take that over having insane long loading times.
there is also a mod that does the vsync trick via library. have not tried it because mine is running fine now and I dont feel like tinkering any more :D

too many saves slows the loading since F4 goes through all of them on load.

The improvement doesn't sustain though. There must be more into delays on fast travel or new location load.
basicly it is changing these 2
First is vsync and secound fixes mouse jitter due to unleashed sync
I was a stupid d3ecision to link loading cells to sync. very very stupid
iPresetInterval = 0
and
bForceIgnoreSmoothness = 1
ofc they set that in multible files, grrr
