(SOLVED) Certain Mods No longer Work? Particularly Tales From the Commonwealth
So let me explain my odd situation

The only mods i have installed so far:

Unofficial Patch
HUDFramework
Arbitration
Immersive HUD
Tales From the Commonwealth (Plus the DLC patch)
Atomic Radio
StartMeUp - Alternate Start Live Another life

iHUD, Arbitration, and Atomic radio works
But for some odd reason Tales isn't.

I ran through the hoops got everything done correctly. But nothing seems to be changing. Has anyone ran into this sort of odd issue of mods simply not "popping up?" since the latest update to Fallout 4 and F4SE?

I am using MCM by the way and it is fully functional.

Also

1) ESP and/or ESM is active in my load order
2) NPCs and the locations aren't spawing in
3) I have tested on a new save and a existing save and nothing popped up whatsoever.

When you say TAles is not working, what do you mean? Have you gone to some locations and the place or NPC is not there? Is the Plugin (ESM or ESP) not active?

Is this using an existing game or a New game?

(Sorry for not being specific. I'm like half tired lol)

2) NPCs and the locations aren't spawing in
3) I have tested on a new save and a existing save and nothing popped up whatsoever.

It's really freaking me out lol

On an existing save there could be lots of reasons. For a new game the only reason could be a conflict with your load order. Don't think Start me up would conflict. Unfortunately I don't have tales installed on this play through or I would check.

Only thing I can recommend is place it as low in the load order as you can (Start me up being last of course).

Tales was working for me after the last update. To be precise after the last update the npcs were still there but I was in FH when the update landed.

Since then I have rolled back to the previous version as other things broke, like settlement building.

Fallout 4.esm
DLCRobot.esm
DLCworkshop01.esm
DLCCoast.esm
DLCworkshop02.esm
DLCworkshop03.esm
DLCNukaWorld.esm
Unofficial Fallout 4 Patch.esp
HUDFramework.esm
3DNPC_F04.esp
subwayrunnernodynamic.esp
3DNPC_F04_DLC.esp
Arbitration - Recommend Core.esp
Arbitration - Survival Damage by Player 2.5x.esp
Arbitration - Survival Damage to Player 5x.esp
Immersive HUD.esp
Atomic Radio.esp
EveryonesBestFriend.esp
StartMeUp.esp

Which particular previous version of Tales are you using?

Try Disabling subwayrunnernodynamic.esp and try a new game and check. I have had issues with it in the past (Shame because it was a great mod Idea) with Beantown Interiors (then again I haven't used BI since re-installing either).

It's the only one in your list that heavily modifies areas that the NPCs from Tales spawn in. Start a new game outside Vault 81 (start me up) and run down to the garden store beyond the diner where Nia? sells the Wasteland Survvivor guide to check if she spawns. If she doesn't then I am out of ideas. I simply haven't used tales in over a year (Haven't played FO4 in that time).

Thanks.

It's finally working again proper this time. I had another mod installed that was conflicting with Tales for whatever reason and i have since removed it and everything is working again proper.
