I'd go with Instigating because you'll oneshot pretty much everything at full health. Two shot is good for prolonged battles, but it's not the kind of weapon you're going to use all day because of how rare the ammo is
Yeah i've heard quite a bit that two shot can be pretty interesting because of the accuracy loss or something along those lines. Appreciate the info as well!
I suppose losing 1 special for each addiction aint such a big thing.
I never really looked into it with Fallout 4, but with Fallout 76 the trade off in stat loss was definitely not worth it because the SPECIALs matter more there.
Could be very strong though with the proper build i think. But, with the build i have rn i dont see much advantage, would rather go for an instigating if it's possible for my rng to give it to me xD
Get instigating for sniping.
Two Shot also doesn't directly double current damage, but instead adds the weapon's base damage again with that second shot. So a fully upgraded gauss rifle that gets Two Shot receives the equivalent of a non-upgraded gauss rifle shot as the overall addition to damage.
Instigating favours heavy single shots because its effectiveness generally depends on multiplying the full damage of the weapon's shot, while effects like Explosive that add on damage favour light, rapid shots because they instead depend on that multiplying their own effect. Two Shot is split between the two extremes, since it depends on the base part of the weapon's damage, but also multiplies itself per shot.
So an automatic weapon whose basic damage (with no modifications) is already good will gain more from Two Shot than one with low base damage. In turn, Explosive will make a bigger difference on an automatic weapon with low base damage because its effect doesn't depend on anything except the fire rate.
Regular weapon with skillz: +25%
2-shot weapon with skillz : +(25%+45%)
2-shot weapon with no skillz: +45%
