Question about the 'Picket Fences' items in creation club

Hey guys, to anyone who has bought any of the Picket Fences items that come with new homes, (Neon Flats, Noir Penthouse, etc) are the new workshop items only restricted to these new homes, or can they be used in other settlements?

For example, I'm eyeing the Neon Flats,

They can all be used anywhere, why would they be locked to a certain plot? XD

You have to complete the Neon Flats quest first. Then you can use the items elsewhere.

Well the Picket Fences is just a display thing. Almost all the settlement type CC items have Picket Fence icons.

Some of them can be used immediately, like the Settlers Ambush Kit, Home Decor, etc. The ones that are a new settlement location are usually locked behind a quest to acquire a key.
